Plans for LGBTQ+ rights celebrations throughout the city amid next summer’s FIFA World Cup tournament will continue unabated, despite Iranian and Egyptian football federations voiced strong concerns about a planned “Pride Match.”

Stadium Policy Alongside External Festivities

Local organizers have confirmed they are “moving forward as planned” with celebratory programming in the city center. This coincides with the tournament group match between Iran and Egypt on 26 June. Furthermore, FIFA will permit rainbow flags inside the stadium.

“As the local organising committee, our role is to get the city ready to host the matches and manage the city experience beyond the match venue,” stated the vice-president of communications.

Cultural Context of Formal Complaints

Homosexuality is illegal in Iran, while in Egypt, morality laws are often used to prosecute individuals from the LGBTQ+ community. Egypt's football association declared it refused to be linked to events that “directly contradict the social, religious and cultural values … in Arab and Islamic societies.” In a parallel move, Iran’s football federation publicly registered “its opposition against the issue.”

FIFA's Stance on Flags and Banners

The international federation holds operational control of stadiums during games. Although it prohibits banners and flags with political messages, it permits flags expressing “sporting and social symbols,” which explicitly includes the rainbow flag. This regulation was in effect at the most recent World Cup in Qatar and was reaffirmed after incidents of authorities confiscating flags.
